Adaptation of oralman in the Republic of Kazakhstan as a key factor of the integration in a new community

Abstract
The article provides insights into the country’s migration policies regarding Oralmans as well as the actual situation with their social, economic, and cultural integration. While focusing mainly on the findings of the survey of International organization of migration, also article describes government activities and schemes pertaining to Oralmans. The article analyzes the historical background of ethnic immigration in Kazakhstan. Authors describe government policies regarding oralmans in the country as well as the measures to encourage their arrival and to provide integration assistance. Also it is given general information about Oralmans in Kazakhstan, and geographical distribution in the territory of Kazakhstan and describe oralmans’ integration.

Kazakh nation in Kazakhstan decreased from 3,63 mill in 1926 to 2,31 mill in 1939. At the same period nation of ethnic Russians increased from 1,26 mill to 2,45 mill (officially data of the population census in 1926 and 1939).

The rules of using means for specific purposes, assigned from the republic budget for Oralmans (established by the Resolution of the Government), The rules of giving Oralmans territories for on individual housing building (established by the Resolution of the Government), State of temporal settling of peoples in to adaptation centers (established by the order of the Chief of Agency of the Republic of Kazakhstan on migration and demography), State of adaptation centers for Oralmans and other immigrants in the Republic of Kazakhstan (established by the order of the Chief of Agency of the Republic of Kazakhstan on migration and demography), Instruction of determining the status of “Oralman†and entering them into quota of immigration of Oralmans (established by the order of the Chief of Agency of the Republic of Kazakhstan on migration and demography).
Analytical survey, prepared by International Organization on migration (IOM). The results of social research held in 5 regions of the Republic of Kazakhstan (Almaty, Mangistau, South Kazakhstan, Pavlodar, Karaganda districts) from the middle of April to the end of June 2004, allowed to know opinion of Oralmans and local population about different aspects of a researching problem by the means of interviewing, group discussions and 20 deeper interviews with the representatives of different groups. The survey was enclosed with 600 Oralmans and 300 local citizens.
